Civil Rights Act of 1964

Keyes V. School District No. 1 Denver, Colorado
- Families of both Latino & African American students sued the school district on accounts that the school officials had acted intentionally to create racially segregated school systems
- Once more prof was brought forth, Courts concluded that school systems indeed had intentionally segregated and was not just de facto
- Fowling court ruling, school zoning was changed to try and prevent segregation
- Unfortunately, ruling made it nearly impossible for other similar cases to determine and prove that segregation is occurring intentionally
Lau vs. Nichols

Castaneda vs. Pickard
- Took place in Texas
- Mexican-American children and their parents claimed that the school district was desegregating against them due to their ethnicity, and that it was not meeting the needs of ELL’s
- School was failing to incorporate “sufficient” bilingual programs
- Court ruled that schools must go through a “three-prong” test to determine whether or not the schools were meeting Castaneda Standards
- Ruling helped provided set expectations in teaching ELL’s that the schools must meet
- Helped further fund for resources for ELLs
